The Early Childhood Care & Education Council (ECCE Council), an initiative under the Economic Transformation Programme, was established
on 30 December 2010 to serve the interest of the ECCE industry. Its main function is for the professionalization of ECCE and quality control as
well as to form a link between the industry and relevant government bodies and agencies at all levels
Maklumat Pertubuhan
The Council has three main roles:
Advocacy
• Conduct campaigns to increase awareness of quality ECCE to operators, teachers and parents
• Lobby decision making bodies.
• Network with local and global relevant bodies
Professional Certification
• Award professional certification to early childhood educators
• Develop child development index.
• Set quality standard and certify childcare centres and preschools.
• Provide referrals and consultancy.
• Collaborate with MOE, MOHE, JKM and other relevant government agencies/ministries.
Professional Development
• Provide guidelines for pre-service and in-service training programmes
• Conduct R&D and publish materials for professional development.
• Conduct need analysis
• Monitor training institutes.
Objectives of the Council
To promote the well-being and development of children in their early years through the provision of professional and quality early child care & education by:
- Serving as a link between the government and the ECCE industry
- Setting standards and guidelines to raise the professionalism of private ECCE educators, and certifying those who met standards
- Promoting professional development and creating career pathways for ECCE educators
- Enhancing the quality of private ECCE services through certification of childcare centres and preschools.
- Assuring that private training meet standards for professional certification.
- Raising awareness of the importance of quality and professionalism in ECCE
Latar Belakang Pertubuhan
The ECCE Council was conceived in the NKEA Lab which was held from 1 June to 30 July 2010. Under the Economic Transformation Programme (ETP), education was identified as one of the areas that can raise the Gross National Income (GNI) of Malaysia to enable it to become a developed country by 2020. Under education, early child care and education was acknowledged as one of the four areas that can
contribute towards the achievement of this aspiration of Malaysia.
Syarat-Syarat Keahlian
A ORDINARY MEMBER
Ordinary membership is open to:
i) ECCE Lecturers / Trainers in ECCE with:
a) Bachelor degree in a field related to in early childhood education and
b) At least 3 years of working experience in a ECCE training institute;
ii) ECC Practitioners
a) with at least Diploma in ECCE, or its equivalent that is accredited by MQA or other relevant body
b) Recognizing that the number of ECE practitioners with Diploma in ECCE is small at the
moment, for an interim period the number of years working as a childcare provider or
preschool teacher will be considered in lieu of the diploma in ECCE.
7 years work experience for those without SPM
4 years work experience for those with 1 credit in SPM
3 years work experience for those with 2 credits in SPM
2 years work experience for those with 3 or more credits in SPM
B FELLOW
To qualify as a Fellow of the Council, the person is:
a) An authority in a field in ECCE with publications in journals;
b) An expert in a field in ECCE with publications in reviewed journals: or
c) Had pioneering contribution in ECCE,
C STUDENT MEMBER
- Student in the Diploma or Degree in early childhood Education
- Duration for study is not more than three (3) years Diploma level and four (4) years for Bachelors degree level
c) approved in advance in writing by the Vice-ChanceIlor / President / Rector of University/College
